DION COMBS
EXECUTIVE DIRECTOR
FOUNDER

I began my military career in 1989 when I joined the United States Air Force. During my tenure, I served in various roles, including Combat Flight Medic, Military Training Instructor, and Flight Medic Instructor. In 2008, I transitioned to the United States Army, where I continued my service as a Food Service Manager and Drill Sergeant. I retired from active duty in December 2013 after a distinguished career.​

In August 2023, Harvest Christian Academy in New Castle, Delaware, became the first non-public school in the state to offer a Military Leadership Program under my guidance. As the Senior Instructor, I have been instrumental in establishing this groundbreaking initiative, which provides students with valuable leadership skills and discipline.

In February 2024, I founded Drill 4 Success Inc., a program dedicated to helping young individuals develop structure and life skills through the Military Leadership Program. My extensive experience in training and leading airmen and soldiers—both on and off the battlefield—equips me with the knowledge and expertise to mentor young men and women as they navigate the paths of higher education, military service, careers, and life in general. My commitment to empowering the next generation is a testament to my dedication to their growth and success.

Calvin develops people that develop enduring organizations. Calvin is also the Founder of Calvin D. Brown, Inc. Building on his background as an engineer, he utilizes a well-blended synthesis of leadership, innovation, technical expertise, and interpersonal skills to produce a reputation of solid achievements spanning from North America to the Caribbean to Eastern Europe. He is a trusted advisor and counselor to business, government, and religious leaders.

Anita Matos LMSW CADC
Clinical Care Coordinator

I have 26 years or case management and social work experience, specializing in mental health and substance abuse issues in the New Castle County. I have continued to provide support and resources to individuals and their families facing these challenges.

My approach is empathetic and person-centered utilizing evidence-based practices to promote wellness and recover. I have a BS from Wilmington University with a LMSW being grand-fathered in due to over a decade of experience. I have been a certified Drug and Alcohol counselor for 19 years. I taught CADC courses for 6 years through Catholic Charities. I am a passionate Social Worker dedicated to empowering individuals struggling with mental health and substance abuse issues, fostering resilience and promoting positive change in their lives.

I bring a deep passion for financial literacy and a proven track record of empowering individuals and organizations to make informed financial decisions. With years of experience in bookkeeping, budgeting, and fiscal oversight, my goal is to help strengthen the financial foundation of the organization so it can continue to expand its impact in our communities and continue to develop and empower the next generation with leadership abilities. My commitment is to ensure transparency, accountability, and responsible stewardship of resources.

I am the founder and Lead Consultant of Prosperity Business & Consulting Services, where I provide strategic financial guidance to entrepreneurs, small businesses and nonprofits. Through consulting, training, and financial system implementation, I help organizations improve financial systems, streamline operations, increase revenue, and achieve long term sustainable growth. It is my pleasure and honor to bring these skills to the board and I look forward to serving with excellence, integrity and contributing to the continued growth and success of the organization.

MARY PHILLIPS

I serve as the Director of Academics and the Upper School Math and Science teacher at Harvest Christian Academy of New Castle, Delaware. I earned my Bachelor of Science in Education from Wilmington University and pursued a dual degree in Biomedical and Chemistry Technology from Delaware Technical and Community College.

Over the past 29 years, I have dedicated myself to educating students at Christian schools in the New Castle County area. I firmly believe in the importance of education and am committed to enriching and supporting the lives of my students, while also being a lifelong learner myself.

Dr. GWEN SCOTT-JONES
BOARD MEMBER

Dr. Gwendolyn Scott-Jones currently serves as the new founding Dean for Delaware State University’s Wesley College of Health and Behavioral Sciences. Prior to the appointment as Dean, Dr. Scott-Jones served as Chair and Associate Professor in the Department of Psychology for approximately 12-years.

Dr. Scott-Jones received her Bachelor of Science in Psychology and Master of Social Work degrees from Delaware State University. Subsequent to receiving her degrees from Delaware State University, she attended Philadelphia College of Osteopathic Medicine and obtained a Masters in Clinical Psychology and a Doctorate in Clinical Psychology with Certification in Cognitive Behavioral Therapy.

As a clinical psychologist, Dr. Scott-Jones specializes in forensic psychology, adult psychopathology, trauma-related disorders, organizational trauma, sport psychology, and substance abuse treatment. Dr. Scott-Jones’s research interests are adult pathology, suicide prevention, trauma, program development and implementation. She is well-known across the State of Delaware for providing professional development trainings on various topics to employers

SALVATORE M VACCARINO
BOARD CHAIR

Salvatore M. Vaccarino brings more than 30 years of executive leadership experience across corporate, nonprofit, and military organizations. His background includes senior-level responsibility for strategic planning, operational oversight, financial performance, and organizational growth, aligning closely with the governance and fiduciary responsibilities of board leadership.

Mr. Vaccarino is the Owner and President of BigDawg Consulting Services, where he advises national organizations on sales strategy, operational structure, training systems, and program execution. His work focuses on disciplined planning, scalable programs, and measurable outcomes—key elements that support long-term organizational sustainability.

Previously, he held national and regional leadership roles in sales and operations, working cross-functionally with executive teams in operations, finance, marketing, and product development. He also served on strategic planning and quality assurance committees, contributing to risk management, performance oversight, and continuous improvement.

In addition to his corporate experience, Mr. Vaccarino has extensive nonprofit leadership experience through the American Legion, where he has served as Post Commander, Post Adjutant, and New Castle District Commander. These roles required strong financial oversight, policy adherence, volunteer leadership, and mission stewardship.

Mr. Vaccarino is a retired U.S. Army First Sergeant (E-8), with a career centered on leadership development, training, discipline, and mentoring. His military service reinforces the values of accountability, integrity, and service that underpin his approach to board governance.

He brings disciplined leadership, strategic clarity, and strong community credibility to the Board, supporting the organization’s mission and long-term impact.
